Import or New?

Just wondering. Finished the main SRR campaign. Is it recommended to start a new character on this one? or can I import?

Start a new one. It's an easy mission, even for a new character. You can import, but it'll be way too easy (I'm assuming that the enemies don't scale to your level). It's a short but well written mission, so I'd keep an eye on this guy's content in the future.
