The mod won't resettle people to worlds that don't have free housing, regardless of free jobs. I would like the ability to tell the mod to not care about this. If there are jobs to be worked, I want people to be put there.

This would be especially helpful when starting up new worlds or habitats, where you may be running a slight housing shortage for a time.
