hey nice mod :D

nice mod i liked it , any chance to tweak the pop limit into it ? so can make big citties ? a dev said it was possible into xms files but i don't really master those

I changed the population decay a bit, so it should be possible to get higher populations. It needs testing and I'm open to any feedback.
