The mod works good before, but today when I start a new game, I find the mod shows a wrong tile owner, for example, the tile actually belongs to state A, but the mod shows it belongs to state B, the tile belongs to state B, but the mod shows it belong to state C or the free city.

It's the first time I find this error because it works well before and tile owner shows the right owner, and I also didn't add any new mods.
