I dont get Albania... WHY?

I cant get to choose Albania in my game, the MOD is enabled but cannot see neither of the AL leaders on the list to choose... i even checked Documents/My Games/Civ VI - file and on mods there is no file... anyone can help me out?

download the mod with this site and do it manually
