Steps to repro:

1. Spawn in ANY T-72
2. Enter as Commander

Result:

Observe that you cannot control the vertical movement of the commander periscope (Sometimes it constantly goes up and you cannot do anything about it, sometimes is constantly goes down, sometimes you can make it go up and down but only about 5 degrees at a time before it refuses to move again for a couple seconds.)
