The growth on a fresh colony is -85%. And at that point you lack the funds to ship people about, presuming you even can. At 10 pops it's -55%. Even my capital with 32 pops the penalty is -5.

It's very, very harsh, and has knock-on effects on development, as all research and alloy production is based on building slots.

I strongly recommend using a Logistic Growth Curve, so that you can make sure brand new colonys aren't entirely useless, while also making sure your 200pop capital isn't somehow making 8pops a month

Because, yeah, seems new colonys with this are SUPER slow...
