How to use Celestial Manipulation?
I've got the perk and the asteroid tech, i've got a construction ship in the system i want to move an asteroid into. And ive activated the edict, but nothing is happening or changing in any of the menus, no decision either for when i click on an asteroid in a different system.

How does this perk work?

This is old, but here's the answer nonetheless:

1) Move your construction ship right where you want to spawn the celestial body.

2) Activate the edict.

3) Select your construction ship and order it to move.

4) That should open the menu asking you what you want to spawn. Depending on what technologies you have, it could be an asteroid, a random world, or a perfect world.
