Do you mean I have to download a "Black Mesa"? What is it, and from where?
I'm sorry to seem pedantic... but I have been a gamer for 30 years (and I'm an ex programmer to boot), and yet these are among the more confusing and lacking instructions I've ever met.
Honestly I'm amazed: your team must have spent thousands of hours building this mod, and yet it seems nobody cared to spend more than 5 minutes to write down these instructions.
If it can help, after solving this issue I could write down a better install guide for all future downloaders. :-)
I don't know what to say, what did you think? That a mod would run without the base game installed first? Is this your first modification? For a modification to work for any game, you need to install the original game first, and then the files which were modified by the modder, this is very obvious, so I expect that you are new to the modding world.
You don't know what Black Mesa is? Then why are you installing this modification in the first place? This is very odd to me.
I'm sorry but if you are an ex- programmer, then I find it very hillarious, that you can't install a simple modification.
The instructions provided are VERY clear, there is no setup and only ONE folder to copy into the game with a simple copy and paste, plus the launcher.bat files but it's just a matter of copying one folder and one shortcut of the launcher. I don't know what other instruction could be made, there's more...
When you install the mod for Half Life 2 for example, you need to apply it to the custom folder, to even make it work, in here, you don't even have to do THIS, you just copy and paste the files so it's even easier.
Maybe I can become a programmer too? If I don't even have to know how to install a simple mod? I may be rude, but I just can't treat it seriously, this feels like a cheap bait.
Of course you assumed an installation of Black Mesa was already present, but I didn't. Thus the misunderstanding and the failure.
To be clear, I'm not new to mod installing. I just took as a given that it was a HL2 mod. One more proof that one should never take things for granted. ;-)

PS: Adding a line stating "This mod requires having Black Mesa previously installed" in the instructions could maybe help naive or uninformed folks like me. :-)
You can not download this mod on Steam without Black Mesa on Steam, so i assumed you got the mod elsewhere as you posted, even if you didn't mention it.
The instructions here are for Black Mesa on Steam, really simple.
Even if you downloaded the mod from ModDB, it would still require a Black Mesa copy.
That is due to licensing which most games or their mods have to abide to.
Just follow the instructions carefully and you are good to go.
Black Mesa directory (where game .exe file is).
Default game path is: Steam\steamapps\common\Black Mesa\
Run the mod using "Launch Black Mesa Military.bat
Done all this and i launched it the right way. it wont work... even with adminstrator privilages
