Suggestions for the Imperial Federation:
1) Initially the Federation will have no cores on any nation, and cores are gained via Focuses. This is to reflect the large scale changes being adapted to the Empire, and how the empire is adapting to it.
2) All the Modifiers and Ideas of the Dominions will get transferred to the Imperial Federation.
3) More Focuses for Region by Region Basis, as well as Nation-Wide Basis, like Raising Local divisions, treatment of non-core population, opportunities to repeal and end segregation, etc.
4) Special Surprise Events and crises that the player MUST navigate to keep the Federation alive.
5) Focuses to boost the population's opinion on the federation.
6) Opportunities to further Expand the Imperial Federation.
7) Regional Crises like Famines can also occur after Federalization, and the player must take more focuses and food imports or maintain the security of the shipping lanes between the dominions to ensure Imperial Federation's regions of India and others dont fall to famines that will give nightmarish debuffs and encourage wars of secession.
8) More detailed means of governance of the regions, changable via decisions and focuses.
