That message is displayed when a network isn't able to find a functioning hub. If the hub is powered and not broken down it should be considered functional. If both those things are true then it's possible that somehow the hub didn't get registered properly when it was placed. Try uninstalling it and reinstalling it.

I've put out a patch that should fix this incompatibility. For some reason realistic power was stopping the vanilla tickers on the hub and other buildings from triggering, so I've moved them to HugsLib tickers.
