Does it eventually unlock EVERY breakthrough in the game? Or only the ones granted with the map?

For anyone wondering, I'm posting this as a discussion because I don't own the game on Steam and therefore can't comment on workshop items associated with it.

All of them, it calls GetUnregisteredBreakthroughs and picks a random one from the list till nothing is left.

That would be the usual way of unlocking breakthroughs.
