Error during world generation. Factions not placed in world
Upon creating a new world an error occurs. Only some of the factions are spawned but only with 1 base each. No mod factions spawn. Logs: https://gist.github.com/ab4392f189e11487c2c4287f65c96993

Seconded, I am experiencing this exact same bug.

Please help! I am getting a serious error in the game and the Factions this Mod adds are failing to spawn: [HugsLib][ERR] FactionBlender caused an exception during OnDefsLoaded: System.ArgumentOutOfRangeException: Index was out of range. Must be non-negative and less than the size of the collection.

Same here. I'm not sure if it's an issue for this mod, or an interaction with this and another mod. Removing Faction Blender from my load order solved the issue. Hopefully a fix can be found soon.

I went through my entire Mod list and singled out the Faction Blender Mod as well.

This is one of my all-time favorite Mods; I would HATE to see it unsupported...
