Looks (considering the recoureces) rather like a mid game perk, maybe one should have to take one or two perks before (and yeah, some perk explanation would've been nice)
They don't seem to work on all of the districts, but they're still well worth picking up if you want to play tall.
By the by, better amusement adds more entertainer jobs to districts that give entertainers, and better trade gives more clerk jobs to trade districts (and ocean housing, but not normal housing).
Is localisation something that you expect to be done TOGETHER with the patch or afterwards?
Because if it a secondary concern (and something to come later) I might not be opposed to digging into the files to make a list of what I'd be able to scour the effects be and list them, if you do not mind?

This is not from the ascension perk, that decision is there on your homeworld when the game starts, and not when you take the perk. I havent actually figured out what the perk does yet though
The evolve planet is a prerequisite for the Planet Ascension Perk, the perk itself that creates a specially districted superplanet (with for example a cloning district)
