Habitat tech
I am uncertain whether its a good idea to put orbital habitats at tier 1, I do prefer it lower then the tier 3 that they are at in the base game but maybe you could consider splitting up your habitats into 2 tiers.

I was thinking something like this:
  • Tier 1: Industrial Habitats (Barren, Frozen, Molten and Toxic)
  • Tier 2: Civilian Habitats: (Gas Giants and Orbital Habitats)

A split sounds like a good idea. A moon base should be available sooner than a lava-world habitat, if you're aiming at plausibility.

It really depends on the game settings though. I like your mod cause I prefer to play with low amount of habitable worlds, since it makes sense. But in games with many such worlds, the more restricted the mod setting is, the less useful it becomes.
