Report a translation problem
EX: if you have troops on Coruscant and you want to send them to Byss, they need to be moved from Coruscant ground layer to Coruscant space layer, then to Byss or wherever you are sending them. If you drag them from Coruscant ground layer, to Byss space layer, you probably borked your save accidentally.
This bug is extra insidious because the effect is not triggered right away, but at least a week or two after the mistake, so it's REALLY hard to figure out that this caused it. Hope this helps!
If this is the case, it may be solved by rewinding back to a previous save and launch a massive assault to interrupt AI's strategies, making them stop hitting the same place for now.
This is not a guaranteed solution, and it may happen again at any time, so I suggest you to save constantly as a preparation.
