I have been enjoying the mod greatly, but one thing keeps annoying me.

The AI keeps building massive land forces, but not nearly enough space forces. I keep having these battles where the enemy might bring 100 pop worth of space units with an additional 15 land units, which get slaughtered. I tried looking at the AI files, and I couldn't decipher how the AI is splitting its budget between space and land units. It seems to be heavily invested in land forces, and I want to edit it so the AI focuses on the navy. Any advice is appreciated.
