It's been a while and I'm only very early game but I was wondering when you're able to escalate the conflict. Is it after a certain amount of months, or after you've taken a set amount of territory?Because I have Anaxes completely maxxed out as Empire, and there isn't an option to increase my tech level nor build a Research Facility. I guess, I don't even remember how to build a research facility!!
