There's a focus in the Polish tree called Polish Revanchism. The notable thing it does is reduce the required world tension for generating war goals by 40%. So Poland can pursue conquest to bolster itself much earlier in the game, and remain in its Non-Aligned state.
Non-Aligned is a bit 'poor man's choice' and feels more like waiting to pick a side. So my suggestion is perhaps including in the Non-Aligned path a reduction in the 'generate war goal tension limit'. Poland can generate war goals with 10% world tension. Potentially 15 or 20% might work for generic non-aligned if that seems too soon.
In order to create a time cost to make up for the players not needing to use PP, civil wars or simply waiting for political influence changes, it could be placed near the middle or bottom of the path. So players would have to bee-line for it.
