SnowstormEx is completely independent from the Sandstorm and shouldn't effect it in any way.
PS, there is also a bug with the games sandstorm in multiplayer games that causes an invisible sandstorm, I released a temporary fix for the bug until funcom fixes it.
Could you please test with this fix installed to verify that's its not this bug you are experiencing.

But they will be changed to white trails in the future =)
I did a little bit of digging to see if I could find the reason why it shows as running when it has finished it's route, I've changed the way UI is updated so it now takes the value directly from the server to ensure it displays an accurate reading.
Please bare in mind that because of the way the sky fade needs to be implemented, the storm spends most of its route off the map because the fade is based on the storms distance to the player, the result is that the storm runs for more time out of the map then actually in it (same as with the sandstorm).
Although that is not saying there is not a slight bug (I don't think there is though), it will require monitored further.
I hope this fixes that issue.
I did fix an error in the storms route that might explain the issue you were having, the last point in the storms route had a typo that caused the storm to double back on itself and settle South East of New Asgarth.
I cannot confirm that was the actual issue, but it certainly could have been the cause of a permanent storm in that area, I hope that fixes your issue.

Unfortunately I don't have the 1.0.0 pak file, I've asked in the discord if anyone in there still has a copy, but I cannot guarantee they will I'm afraid.
Failing that you could try to contact the admin of the server and ask for a copy from their servers mod folder or if it is your server.
