I think Russia should be nerfed a bit Putan is wiping out literally every city state for me rn. He owns all Syria, Syrian Opposition and all the city states around that as well as Maldova

I will look into it. I think I did up Putin's aggression flavor against City-States, but keep in mind that he's supposed to be a formidable threat to Europe. The cultural dominance of the European civs and Ideological dissidents are supposed to the main threat against Russian power.

Okay, yeah that's definitely bad. I will look at the mechanics for diplomatic victory. I'm not sure if I'll have to turn it off but I think I can raise the number of votes necessary to achieve it. In my experience, it usually took at least 50 turns to win in Earth 2014, so I'm hoping for something similar here.

I lengthened the interval between World Leader elections, so Germany shouldn't be winning in 23 turns again. Thanks for bringing it up.

New Civs? (examples: Tunisia, Sweden, Denmark, Portugal, Morocco, Ireland, Croatia, Romania)

Unfortunately there's a 22 civ limit. While it might be possible to do more than 22 civs with Lua, I definitely don't have the expertise for doing that, and making a new Europe 2014 map with different civs through World Builder would be extremely time-consuming and probably not worthwhile.

Can you make a mod with only the civs but not the scenario? Live your mod but would like to see them competing with other civs.
