v0.1 - Initial build
v0.2 - added republican traits and modifiers, nerfed monarchy military education
v0.3a - monarchy education fully redone. Now it is mostly like republican traits & modifiers: education type gives only small bonuses and each stat level except 3 triggers brand new country modifiers. Also, added 2 modifiers : Disastrous Ruler and Great Ruler.

-20 new inborn traits fo monarchs!
*Every monarchy ruler will gain 1 inborn trait. Currently, there are 20 traits, 14 of them change one of your ruler stats, and 2 of them change all 3 stats ! Each trait has 5% chance to be gained. More information in ingame country modifier, marked as "?"

-Country modifiers checks on your advisors!
*Your advisors' corresponding stat can be checked for country modifiers based on ruler stats. Now II and III lvl advisors are even more valuable ! Also, more information in description of lvl 1 and 2 country modifiers.
-Various changes to existing country modifiers. Nerfed lvl 6 country modifiers. Military difference between MIL=3 and MIl =6 should now be not so devastating.

p.s.
I am looking for ways to improve the way your ruler gets inborn traits. Current event is gross, consider it an alpha-version of it.

- Start message from me =D

- 24 new life-gained traits! Some are only for catholic rulers, others work for everybody (republics and teocracies also). Chance of gaining trait depends on many factors, such as your ruler's stats, national ideas, prestige, rivalry with Papal State, being Defender of Faith and many more. Every trait blocks few others (like you can't be kind sadist, or cynical zealot). Also, it is easier to get traits if you have similar (like with Kind you will rather gain Charitable, than Brave)

- New bonuses for stat = 6. Now, when your ruler has stat = 6, you will have event which lets you choose from 4 different bonuses. I thought about AI choices, so you won't see Naval leader without at least 3 ports, or Colonialist with no colonies.

- Papal opinion modifiers (thx for idea to Bapa) - now some traits will give catholic rulers bonuses or maluses on their relations with the Papal State (traits like Cynical, Humble, Cruel etc)

- Finally, neat-looking birth-trait gaining event!

- Many minor balance changes and typos-hunting.

- Nerfed "Basic Education" option when deciding education type.
- Nerfed "Basic Education" modifier , now it gives 1 advisor to advisor pool, lowers advisor price by 10% and makes ideas 15% cheaper, while adm,dip and mil techs are 5% more expensive
- Changed all 3 types of education, now each gives you one bonus and two maluses.
- Finally made advisors change country modifier level correctly
- Nerfed Cavalry and Builder bonuses for ruler specialization on lvl 6 of skill

- Now it is possible to have 2, 1 or none at all birth traits!
- Added 4 new birth traits (Ginger, Melodious Voice, Math Mindset, Bellicose) and 4 new life traits ( in fact, 6: Philosopher, Duelist, Gardener and 3 ruler-general traits, one of which you can gain by having good MIL and making your ruler a general)
- Now your type of education and hired advisors influence GREATLY on chance of getting related traits
- Minor rebalancing and bugfix

- Rebalanced education system. Now ADM, DIP and MIL education has 3 levels (basic, sharpened and mastered) and every education type gives mainly bonuses.
ADM education:
lvl1 - +10% taxes. lvl2 +15% taxes, -10% stab cost. lvl3 - +20% taxes, -15% stab cost, 5% inflation reduction. Also, your will have +1 ADM both on choosing education type (lvl1) and mastering it (lvl3). It works also for DIP and MIL.
DIP education:
+1 diplomat, scaling dip reputation and upkeep, prestige and legitimacy.
MIL education :
+1 free general, scaling discipline, -war exhaustion and morale.

-Different STEP modifiers for Feudal, Administrative and Despotic monarchies.

-Vassals mood for feudal monarchy (angry, content, happy), which depends on your king's legitimacy and prestige.

-Other modifiers for Adm and Desp monarchies (weak advisors, colonial maintenance)

-localisation bugfixes.
