The List is ordered by questlines and then by the number of the quest.
Each quest has to be completed for the recipe to unlock.

Dragon Priest Masks:
They have a separate script running, which checks wether the Player has picked up each mask (Credit to Pagann). Picking up once is enough, masks can be thrown away, sold or stored, crafting stays available.
