Unable to recruit squads.
I'm not seeing an option in the Y menu or on anything at HQ. Do I need to have a base or something first?

The squad recruitment menu is under HQ Management. This option was moved from the HQ flag to Petros as there are contingencies in place for him falling through the map whereas there are none for the flag.

Not sure if I'm missing something but it's not there for me. I made sure I was commander.

Ahh, My mistake, this is 1.9. Look in the Y menu under commander options.
(Apologies for the misunderstanding, I am keeping an eye on all community edition uploads and 1.9 is significantly different to 2.x :) )

Because I can help with the simpler issues and questions, and because I can use it to direct people to the active versions. A better question is why did you comment on this page 27 days after it was resolved? But no matter, it is what it is.
