Report a translation problem
in my case The Hub is owned by the sheks now, and i can't find the npc sadly so it would be nice to have more than 1 npc

he was fun the first time, not he's just predictably annoying and too recurrent.
I've fled, i ve killed him, whatever you do he respawns 20 minutes later.
Should not he be a rare hunter that catches you off guard?(i love how he can be in a bar etc) rather than the regular roadblock you know you'll see in every newly loaded location?
Truth be told I can't actually make things rare, I can only make them rare relative to the other spawns of a spawn area. So if you can tell me the area where you're encountering him I can figure out what the problem is that is making you encounter him more than intended.
last night I played something like 3hrs and met him 3 times.
I arrived a the hub, launched the apocalypse, went to the waystation by the hub and met the shifty man for the first time.
Then I went to Squin, where I met him in a pub.
Back to the hub, nothing there, but when I headed again towards the waystation close by, I actually saw him spawn right before my eyes^^
It is important to note that I run a few mods, so it may just be a wacky side effect, but all in all, in 3hrs which is approximatively 6 locations around the hub visited, I faced the shiffty man half of the time(always in vanilla places, never in new modded towns.)
I do not think any other mod modifies the hub nor its region(if so, just a village or two, far away), nor spawnrate of things. I may be wrong.
Unless I got mixed up, I did not modify any spawn rate in the options.
In the hub region, I've met: hungry bandits, dust bandits, elder beakthing, elder bone dog and the shifty man and his buddies, I thnik that's it, but that seems normal.
10 minutes after i started, he came again, then I did not see him for 5hrs until I came back to the borderzone.
So that's that, I met him 5 times, in the borderzone, never had him anywhere else.
about him popping up out of thin air: again tonight I was under the impression he did that, there was a group of dudes, normal ones, then once I passed them, the next thing I knew was that he was there with his buddies,.
like the previous time, I can't be 100% sure he just spawned, he might have taken a sharp corner or something, maybe I just did not see him(unlikely, I pay attention, your mod is dangerous).
He finally did kill 3 of my girls.
I could be running a mod that decreases spawns in the regions around the hub, it's not in the description, but maybe the author, since he adds factions and locations there, has tweaked vanilla spawns to not over crowd stuff, but he's not very talkative so that's just guessing.
I'll have to sadly uninstall your mod for now.
quick questions if I come back: I have not seen any spiders in the shek kingdoms, nor fogmen in the HN, I was expecting to see war, but all I ever saw from your mod in 8hrs was: the shifty dude 5 times, elder dog/beakthing twice, west hive in shem twice, very hungry bandits a crap ton.
I suppose we agree that is not what you planned, so how is it like when it all works fine? is okran's pride an epic battleground, do people get eaten? I'll investigate with my survivor, try to meet fogmen and get deeper into HN land for an hour before shutting off.
EDit fogmen are there!
Ironically, in all my play testing I've never been able to find the shifty man and was hoping he'd spawn in for others. Never had trouble with the fogmen or the spiders, though.
Check back in a month if you can. College is a ♥♥♥♥♥ and I don't have the time to mod right now, so I plan on finishing this mod in December, probably a Christmas release?

Yes, when I get it working Okran's Pride is a battle ground, but not as big as I had hoped unless I'm playing with larger squads and more squads in the options menu. I don't want to edit how much stuff is allowed to spawn in biomes at any one time because I can't trigger that through world states, changing that is always a permanent change. You'll still find large battle and frequently too, but there's a bit of down time as well. I hope to make the fogmen stronger, as it stands they typically lose their bouts, which is intended as I don't want them toppling cities but at the same time they should be able to handle a squad of paladins and at their current stage they're not going to be doing that. The spiders should be in there, however IIRC the Shek areas are naturally low-spawning. I think I can get around that by giving the spiders nests and setting the nests to spawn multiple spider squads so that the homeless rate isn't so limiting.
Your mod either does conflict with other mods(living world, project Alpha, or bandits Protect seem the best suspects) with the effect of preventing spawns and nests from appearing, which explains why I met the shifty dude way too often.
Or your mod does that by itself, that being "preventing spawns and nests from appearing".
I had not noticed before but I had a perfectly normal kenshi when I started the run(fresh run), then I activated apocali, and things went barren except for your spawns.
With your mod off, I now have nests again.

As for the Border zone, it seems to be a coincidence that I met shifty only there, though I had gone to other zones a bit, I spend most of the time in the borderzone(In and out) cause it's a budding run.

The Fog Deathyard Invasion is vanilla and only happens when you kill the Western Queen. As you can see there's nothing in this that's been edited, including in the side bar such as when I change the "homeless spawn rate" to 2 instead of 1, that item will become blue to indicate a change.

While I was in the FCS I decided to check out why you were having such frequency with the Shifty Man and found the issue. It'll be fixed within the next 20 minutes. The problem had to do with relativity to other spawns as I expected and the Borderzone won't have so many shifty men wandering around now.
