Respawn bug

I don't know if this is a feature or a bug but when I respawn at HQ after dying, I loose about 400 dollars and 2 HR randomly. I've tried changing the PBO to remove death punishment but I think that's unrelated. I tend to die a lot and I've already lost about 2,000 dollars.
