As for elves, I know, it's kind of... unusual. But we made that mistake in the CK2 LOTR mod that I also worked a lot on. If we remove basic game mechanics like plots and murders and civil wars from races like the elves, all it does it make for boring gameplay. So until we have something else to replace it (far down the line, most likely) I think it's best to keep the plots and such in the base game for everyone. But for sure the bastard event pops up too often, it shouldn't fire for elves - I play test a lot as Elrond and it annoys me too. Elrohir plotting to kill Glorfindel however... I'll allow that, for now :P
As for Angmar, we're aware of it, but in long-long test games (I've done 400 year+ runs) Angmar does often succeed in colonising and conquering large parts Eriador. Just be patient, orcs have very high pop growth, you'll be able to recolonise it a few decades. It only takes 5 pops to colonise and they don't even have to be of your country culture.
As for Uruks vs. Uruk Hai, huh, didn't know that - I'll add an Uruk subculture for the orcs too then.
Navy may be a map/ river issue as i tried building at Pelagir and still could not move.
Misty mountains, next/close to Isengard would be a good spot for an Uruk Hai tribe of orcs, as sauruman can then subvert them to his own use. Dont see how to populate Misty Mountains with orcs at present, as dark lord etc, so this might do the job.
Later on you could have/use uruks as a military tradition for Sauron, ( have their armies lack heavy infantry till Uruks unlocked, with a lot of buffs to Lt inf/warg riders before then) as he creates them to improve the number based orcs armies who are rubbish in daylight, to have troops able to bear the sun and are larger. This is in Thrid age 2475.
Random start posistion!, so thats why a huge Gondor army was stuck on the Island at the start.
An Uruk is a stronger family of Orc that were selectively breed in different locations and different times. The Uruk Hai means "orc-folk" and is the plural name for them.

I think you should remove plot things for Sauron but not for the other baddies like Angmar and Mordor etc. Both Angmar and Mordor had massive amounts of infighting, especially Mordor before Sauron came back.
Looking back. I think it has to do with constructing the mods unique buildings but i'm not entirely sure if its that, or a event trying to pop up.
