The following are recommended settings: (What we use on Consortium Gaming)

bUseCustomSailSettings=True will use the Sail Values from the ini Config.
bUseCustomSailSettings=False will use vanilla settings for CG Sails

If this is set to false, or is not added CG Sails will always use base vanilla values!
