A company can research these fabs, but as time goes one, it gets harder and the company needs more manpower in order to finish any future research (which kind of happens in real life.)
Now, I don't know if Alpha 11 has this feature or not, but CPU Manufactures can use fabs from other companies into their CPU/GPU. They did this with Alpha 10, where if you were making a game, you would be required to get a game engine from the market.
Due to the removed dependencies in A11 I can't do it with the same degree of detail like before, but I have already an idea for a work around, which may not work as good as before, but should also do the job.
Atm the lithography processes for GPU are already integrated (superficial), if you take a look at the graphic card screenshot.
The first ever commercial CPU, the Intel 4004, was made using a DIP16 package. It was priced at $200. New packages over time increase prices, so I would like to see that. In order to balance the pricing, the lithography processes mentioned early can reduce prices.
Also, the 'Performance', 'Security' & 'Functionality' tags should be changed to something like Gaming, Professional and Server and should reflect on the trends of that time period.

Unfortunately this is not possible here even in a similar form, because A11 is using a new not flexible pricing system. In this you can only enter one fixed price for the whole category and that was it. No change possible. You can still choose a freely price in-game, but the majority will go strictly along with the fixed price that was entered.
I have an idea I want to try, after events are added into the game from Game Dev. Maybe with those the values can be changed in-game in specific years, but that is highly speculating right now, so we have to wait.
The tags are also one-time entered and cannot be changed after that. Think of the modding functions for this game, as building the outside of a house. Once set-up you have to live with it, which makes it hard to find the right balance for the entire game.
