Federation cripples itself with Neutral Zones - Mechanic seem broken
The Federation offers neutral zones to all its neighbouring powers. Unfortunatly they also give away established colonies, crippling themselfs in the process. I had a game as Romulans where Andorians stayed independendent. The neutral zone between the Andorians and the (Vulcan lead) federation then scaped P'Jem, 2 colonies in the Sirius system (Springboard and Kericindal) as well as 2 colonies in the Alpha Centauri system. More neutral zones with the Ferengi, the Tellarites and the Cardassians crippled the federation even further. Instead a becoming superpower they are falling behind, giving up more and more systems as neutral zones...

Yeah, there should be some weighting here to prevent going above a certain ratio of systems handed over, or individual neutral zone counts. I'll have a think!

Perhaps a more "abstract" approach.
Ideas:
- Block any star system bordering the treaty partner for ships (Like the "System restriction" that can be manually activated in the lower middle -left on the star system screen)
- block any previously unsettled planet/moon in star systems bordering the other party with an anomaly "Neutral zone" from being colonized (Like the "Unstable Star" on the Dyson sphere)
- In exchange:
- reduce each others Border conflict / Increase opinion
- give a Non aggression pact (Right now they neigbours attack the federation despite the neutral zone all the time, moving the borders and killing even more colonies in the process of creating a new neutral zone...)
