My thoughts and suggestions
Maybe I'm just doing it wrong but the class seems useless. Main issue with the class is the amount of turns you have to take not dealing damage for mediocre damage when you can finally attack. Need to start with a heal then you can attack, or you attack but then you cant attack next turn, or you can attack but then you cant use that attack again. There is just to many I cant attack things happening for an attacking class.

Slash "grants extra turn" it hasn't for me, all it does is stun me or lower damage if accelerated which means I lose a turn of damage on my most basic of attacks.

Hold and Draw has a cool down but overall I dont think this ability is bad at all. Low hit chance but grants a damage buff and has a chance of granting an extra turn not reliable but a nice buff ability. Also I've had times where I hit the enemy and I was not granted an extra turn, Im assuming this is a bug. If not doesnt really matter its a decent buff skill.

Forestall isnt good. I have to accelerate, which I still dont quite understand how to do, to make use of the stun which is the only real use of the skill. It doesnt do near enough damage to be anything other than a stun machine, the accuracy really isnt a good enough buff for me to use. I can only assume the damage is -80% because you can get 75% damage buff from skill 2 but If you look at other characters they get stuff like 45% damage vs marked and they dont get the -80% on that. If I could figure out accelerate and if it stayed accelerated until I decided I didnt want to be this skill could be used as a stun skill but from what I've seen it really cant. So its not damage, its not stun, and its not a good buff so its not something I would use.

Hook where it Hurts A good skill, my only issue is it cant hit the front line meaning you cant kill the last guy and things just keep spawning. Because of this it cant be used as a primary attack and the classes primary attack, slash, cant be used because you lose to much damage either by turn pass stun or the debuff.

Pierce Looks ok, just a basic shuffle fix skill 3 turn cool down is odd though

Accelerate, This is the only way I've seen how to use accelerated versions of the abilities. Really good buff and a small heal cant really say its a bad ability. Looks like the tool tip might be a little messed up though or maybe it was just translation error. My only real issue is after I use an ability I have to take a turn to use this again to accelerate. I think it would be better if it was just an on-off button.

Shining Ray. The low accuracy really kills this ability. I'm assuming how you want the character played is to use forestall for 5-6 turns before you use this but honestly any other dps class would of killed the thing by the time this class even gets to a decent ramp up stage. The accuracy could of been fine if the skill didnt have a 6 turn cool down making it so if you miss now you do nothing for double the time it took a normal dps to kill the thing

How to fix

Slash normal nothing. Accelerated leave as is and add 1 point of bleed for 3 turns. Skill shoudnt stun youself

Hold and draw leave as is

Forestall switch normal and accelerated around. Change from -80% damage to -45% damage

Hook where it hurts normal remove bleed damage leave the damage vs bleed. Accelerated leave as is

Pierce remove cool down dont see why it has it

Accelerate make it an on-off switch so you dont have to use it losing damage for that turn then attack next turn only to have to waste another turn using this skill again. Use it once and then not again unless you want a different effect from a skill. If you dont know how to do this then just make it grant an extra turn and put it on a 1 turn cool down so heal cant be abused.

Shining ray. Make it uses per dungeon start from 1 go up to 3 remove cool down

With this set up you can dps where you need to and you cant just keep accelerate on if you want to get the most out of the class

Sorry for the late reply. Thanks for the comments. Please understand that my English is not enough.

I'm glad to see someone who knows the weakness of acceleration. As you said, there is a fatal weakness in the ability to accelerate to take an odd turn.

Complementing this weakness and using it can be worth the price.

Finally, this character does not require acceleration all time.
It can be operated in various ways by combining various skill.

Thank you.
