Edit: after trying another game with only this mod i dont have the background image anymore xD
Can you tell me what the custom civ you tried first was?
Also, what other mods do you have enabled?
If I can enable all these mods like you did, perhaps I can recreate the error - which makes it much easier to fix whatever the problem is.
The mod i have are :
-The Civ was the Summer (but i dont think it come from here)
-Advanced air naval ground units Megamod
-building upgrade system
-captured settler remain setler
-faster and wider border expansion
-marathon speed building
-mine science
-more luxuries
-new building
-reforestation
-rivers of golds
-slave trade
-smart ai (this one dont seem to work theyr still stupid)
-town square
-trading post grow into town
-unit starting scout
-Yummy bacon
But you could try a couple of things that would really help me fix the problem. The 2 approaches are to do a "differential diagnosis" (basically starting with a clean game, and only this mod at first, then adding a mod, one at a time, to see which one introduces the error) , or we could go directly to the log files and see if they can help us figure out which one is causing the problem.
Differential Diagnosis. Follow these steps:
1. Exit Civ5
2. Clear the game cache. Instructions can be found here:

3. Restart Civ5
4. Enable this mod only
5. Open a game, then immediately open the World Governments popup
6. If the error is still there, we'll need to look at log files (below)
7. If there error is not there, then exit the game, and enable one of the mods from the list in post #6
8. Repeat steps 5 - 7, adding 1 mod at a time until we find the mod that causes the conflict with this mod
9. Once you isolate the mod, let me know what it is, I'll download it and try to work up a fix in this mod so they'll play well together
From looking at the list, perhaps starting with the "building upgrade system".
Examining Log Files.
1. Enable Loggins: here are the steps to enable logging:

2. Once you've enabled logging, start a quick game Duel sized
3. Play about 50+ turns, long enough for you to change governments at least once.
4. After you've changed governments, exit the game.
5. You need to use Windows Explorer and navigate to the Logs folder, usually located some place like this:
C:\Users\user\Documents\My Games\Sid Meier's Civilization 5\Logs
Where "user" is the account you installed Civ5
You're looking for 3 files:
- Database.log
- Lua.log
- XML.log
6. We need to post them to the collaboration site (Civfanatics), but unfortunately, you can't directly post files with the .log file extension. We we need to open each one with a text editor, like Notepad.
Simply open the first log file with the editor and click on the "File" option at the top left of Notepad.
7. Next, click "Save As" menu option.
8. Look at the "File name" text box - and add anything, like a "1" at the start of the file name. If you were editing the Database log, the File name box would look like this at the start:
Database.log
9. Just make it look like this:
1Database
10. Then press the "Save" button. It will automatically save the file as a text file.
Do this for all 3 log files, then upload them to the collaboration site. I can then review them, and most likely be able to find out what's causing the problem.
11. Post these 3 text files to the collaboration site on Civfanatics:

I know all of this is a giant PITA, but these 2 approaches are the only way for me to help figuring out what's causing the problem. And finding what causes the problem is about 90% of the work needed for me to find a fix for it.

Also turn 0 i dont have the popup it only apear every 10turn starting turn 10.
And for the last line yes i know im in first year of dev and debuging is what take me the most part of my time xD
There is a "Spoken Language" drop down menu in the bottom right side.
Click on the little triangle in the bottom right of that green box. Find "English" then press "Accept"
Im not doing thing wrong i should have the page by clicking the pop up notification on the right that appear every 10turn ?
