Like you have the model on your weapons but no actual light is coming out of it?
Assuming you installed my edited UPK files then it might just be the mission your on
In Xcom 2 the flashlights only activate after concealment is broken and if the mission is dark enough
Hmm, yeah I really have no idea why they wouldn't shine
This guide I made is pretty old by now and I don't use it nowadays
I personally use this mod instead because I think it looks better
