Is it possible to modify what triggers the modifier?

Is there a way to change the expectations from colonist to colonist? Or is it colony-wide only?

Id like to make a feudal society where the lower class are perfectly fine being happy with low quality rooms, but the upper class of society requires high quality stuff.

Sorry I haven't really gotten around to replying. About your question, I think the Royalty DLC offers nobility titles, which sounds like what you are looking for.
