I really can't believe the developer of this game couldn't think of this being added natively, it took the expertise of an awesome modder to put in what they lacked--if I was creating a game like this, I wouldn't have forgotten or ignored putting in NPC's as this game can get pretty stale very fast--especially with all that empty space out there on the maps...
