I was trying the different starting zones featured in this mod, like Woodbury, Hilltop and the Prison Escape Challenge, but despite their descriptions stating that there are multiple survivors in the area (or armed guards in case of the prison), but there are no NPCs in the starting zone, just zombies roaming around, why is that?
