The forcefields can be opened/ turned off using a button in the combine outpoust.
It can be found on the top floor of the larger white building on the combine side of the map.

The outpost itself is a room with, blue metal walls and the button is located on a console.

When playing as a rebel, I recommend using the underground to infiltrate the combine side in order to turn the forcefields off
