Report a translation problem
It should do this:
-All buildings built when equipped with this PDA are mini versions- Mini-Sentry, Mini-Dispenser, and BANG!'s new Mini-Teleporter (https://www.youtube.com/watch?v=J594ndELgsM). However, it just MIGHT be an April Fool's joke.
Comparing this with the stock PDA would be like comparing the Pyro's Shotgun with his Flare Gun. They're for totally different things.

Again, this is UNCLE DANE'S IDEA, I just threw it here, for those who haven't seen the video. Uncle Dane goes in depth on why he thinks this is a good idea, so if you think this is stupid, watch the video first and listen to him :/
+when a build is destroyed : explode with a large range dealing damages (close range : 135, far, 65) only to the owner and the enemies.
-builds doesn't explode before it isn't turned on
-mini sentries explodes in a short range and do -40% damage
-builds can't be upgraded to level 2
-builds are desactivated for 0.8 seconds after removing a sapper from it
What's so special to this PDA?
This PDA will help the destruction PDA to get a new job, killing. also, spies will have to run when they sapp builds, but they still can use their revolver to destroy the sentry when it's desactivated after bein fixed.
-Builds the mini dispenser (builds 75% faster, dispenses 25% less ammo, metal, and health, dispenses them 50% faster);
-Mini dispenser costs only 70 metal;
-Repairs buildings faster and more effectively;
Cons
Maximum sentry level of 2;
Cannot build teleporters.
Having no teleporters will make engineers want to play solo, and abandon their team. Something pub engies do enough already.
Early in TF2 development there was an item that would replace teleporters, but though playtesting, Valve found that it broke the flow of gameplay not to have them. Couldn't agree more, honestly.
+50% teleport ready speed
+ teleporters grant a 20% speed boost for 3-4 seconds after using them
+ 20% construction boost for all buildings
- 15 less max health for all buildings
- 25 max metal capacity
Buildings take 10 more metal to fix and upgrade
Teleporters cn literally win a team the game, teleport boosts could be extremely useful in competitive, and in big pushes and etc.

Probably a main reason that there aren't any teleporter buffs is because of how useful they are. You said it yourself, they're super useful as they are. Now, I would love to see some sort of teleporter oriented wrench, but a teleporter buffing PDA would NOT work. The reason the PDA slot isn't used is because giving the Engie a new entire weapon slot could break the game balance. Personally, I believe the PDA slot should be used for cosmetic PDAs (i.e. Pipboy, having this PDA be pulled out instead of the stock one, etc.)
Now, on to your stats. I like the concept, especially if it was a wrench, but it's not exactly balanced. The downsides are so little compared to the massive tele buffs that it gives. Maybe a Telewrench could work like this;
Stats
Not only does this encourage pub players to use teleporters, it encourages a more support role for engies. They can move up to give the team a building fairly fast, but need to be careful about approaching the front lines. These stats are probably also broken, but oh well. Again, these stats are suggested for a WRENCH, not a PDA.

+10% building speed
+150 health
+20% faster firing rate
-40% Vulnerability
-25 health on wearer
