How does one "transfer a person's consciousness" with the positronic brain / what does it do?

Pretty sure it's currently just a replacement for a brain.

Maybe more functionality is/was planned?

It replaces the pawn's brain so it should remove all implants and afflictions attached to the brain. It should also prevent any additional afflictions from manifesting as bionics are not susceptible to such things. The downside is you can't use brain implants (this is a technical limitation).
