How to form Carthage
To form Carthage you need the following:

  • Not Tag: Papal State, HRE, Rome
  • Was never an end-game tag
  • Culture: Syrian, Andalucian, Sardinian, Algerian, Tunisian, Greek
  • Total Dev of 100
  • Own Tunis (341) as core
  • Tunis has 20 dev

AI will only form if not Tunis and capital in africa.
