Bug Report [Quad Turolaser Unlock]...
As I mentioned in the comments, you have a bug in the dependencies for unlocking Quad Turbolasers. The bug is present in sw_Turbolaser_Chain:

Tech: Capacitor Components, tech_st_cap_comp:
Under the weight_modifier section:
You have an entry with factor=0 if NOT = has_technology = tech_veryheavy_turbo

This has the effect to lock the Capacitor Component tech behind Very Heavy Turbolasers, instead of having it become available after Heavy Turbolasers is researched which is already part of its dependencies.

Eliminating this weight entry makes this tech pop up correctly, which seems consistent with Quad Turbolaser stats. Additionally, the tech Capacitor Components is a requirement to move forward with better point defenses. Eliminating this weight allows point defense tech to progress at a more appropriate pace.
