Wrong researchRequirement (+fix) and a request
The advanced mortar is unlocked by Mortar research, which obviously is not intentional.

Fix is simple, just replace
<researchPrerequisites> <li>Ad_Mortars</li> </researchPrerequisites>
(UT_Security.xml line 28 - 30) with
<researchPrerequisites Inherit="false"> <li>Ad_Mortars</li> </researchPrerequisites>

That being out of the way, would it be possible for you to add a choice between having the current 3-round burst and reducing the cooldown by *0.3?
I've patched that in myself and I find it way more convenient and less buggy than the burst (burst led to mortar firing with "Hold Fire" when I cancelled the previous burst)

Fixed the research rerequisite, thanks for that!
Regarding the fire-option, ill take that into consideration but I have a bunch of other mods to deal with so it might take a while
