It looks like you might have reached the CitizenUnit limit. Are you using any "cheat" or "extra capacity" assets?

I'm not talking about cheating software - there are many assets on the workshop, some labelled 'cheat', that are broken - they use thousands of CitizenUnits each. Given that your city's population is so small, the use of these assets is the most likely cause. These are assets, not mods.

Screenshots of the options panel aren't helpful - many mods won't show up there.

You clearly have an issue, and it's most likely a broken asset.
