I got someone to comment the answer in the main comments by asking, but I'll tell you my expirance from last night.

While it was with the Nebula Torch from Void Dragons, I ASSUME it works the same with the Mating Horn - you need to use the Torch *ON* a dragon. Not sure if it needs to be tamed, but if so, I guess that IS the main purpose, to find a partner for YOUR dragon, not just to summon a random one.
