spawn ships for AI

im trying to use this temporarily to revive the argon federation. they lost their wharf and shipyard .
How, if i can, do i use this to spawn ships for the argon AI?

follow the steps in the 4th picture in the mod but change the faction to argon. save the game and reload the save and the argon shoed begin to do it thing. After some in game time passes
