Planned Changes/Features
  1. Must make/find a suitable dynamic wonder image strip for the Cities of Wonders. Currently Cities of Wonders just uses the vanilla wonder image for the Great Walls wonder instead of something unique. (High Priority)
  2. Need to make better wonder district upgrade images, to better represent the fact that the wonder is actually located in a city district. (Medium Priority)
  3. Need to make improve/rewrite some of the localization at some point for all of the Cities of Wonders, Wonders and all Wonder-associated upgrades/features, instead of just using stuff from vanilla/books/wiki. (Low Priority)

optional city of wonders in Carthage? After the Vandals invaded it was pretty f'd up so maybe put it in ruins (in vanilla WtWSMS its a destroyed great port I think)

Slight great work cost reduction for every City of wonders lvl (around 5% maybe?) In the lategame everything costs around 30k gold for me, even just the road tolls

Carthage will in fact be included in the next patch for all versions of Cities of Wonders. It will be an optional Wonder via the game rules, and it will start out ruined in the other versions since Carthage was completely razed by the Umayyads in 698.

And, yes, the scaling cost has been a major issue which is why I’ve been reluctant to add more City of Wonders in the past. I’ll have to see about developing a solution for this without disabling the scaling cost entirely.
