Positives:
+150% overheal duration
+25% overheal capacity
+Can steal or leech ubercharge from other medics (It takes ubercharge away at about 50% the rate of base medigun ubercharge rate, and has less range when doing so)

Negatives:
-75% overheal rate
-30% Heal rate

I was thinking the leach thing would work but only against other medics. Basically you would hijack the medi beam by targeting an enemy medic, you would recieve heals from his medigun but the line would not be broken off from whatever he was healing, the downside would be that whoever you are hijacking heals from builds uber slightly faster.

I'd like to borrow your base stats but change your idea of the ubercharge: ubercharge makes projectiles ricochet back to where they came from and minicrit when they hit an enemy

Damn that title is clever. I love that name. Also your stats don't really matter cause valve will ♥♥♥♥ it up anyway. But its fun to brainstorm. Like your stat ideas.

2 Modes, heal and damage, if pointed at a teammate it heals him 50% slower,
If pointed at an enemy, drains their health 75% slower that the heal rate
(stock medi gun heal rate), it can kill.
It stores up to 150 stolen HP and it can be used for self healing or teammate healing.

Stats: 50% less heal rate, can heal buildings at same rate as debuffed heal rate.
Ubercharge: Can level up buildings, 1% of Ubercharge equals 1 metal point. When ubercharge is used on players: 1% of Ubercharge equals 1 ammo, cannot go over max ammo.

+hijacks ubers from enemy médica
+over HEAL does not fade
+50% over HEAL
-30% uber rate without hijack
-15% slower movement speed while hijacking
The Uber works like a Quick-Fix, but with highier over HEAL and highier movement speed, but does not HEAL as fast as the quick fix

How about?

Positives,

alt-fire to give ammo,
plus 50% overheal,
overheal lasts 50% longer,
can heal two targets.

Negatives,

no ubercharge,
minus 75% heal rate when giving ammo,
can only heal both targets at 50% efficiency.
