Step 13 : REPLACE THE XX WITH WHATEVER TWO NUMBERS YOU'D LIKE TO USE SO LONG AS IT IS JUST TWO NUMBERS (OR 1) AND DOES NOT EXCEED 64
(I used 13 so it looks like this : http://prntscr.com/s9945z)
Step 14 : This is what it should look like, the replace field should have the new two ids you want to use : http://prntscr.com/s996h2
Step 15 : Press "Replace In All Opened Documents" : http://prntscr.com/s997et
Step 16 : Voilla, profit

How Do I remember My New Ids?
Are you seriously asking me this? You cannot remeber just two number shift. This literally shifts all IDs by two just for you, so you see "19" but hopefully can say to yourself "That's right, with this nifty little guide my new IDs are 13! Thanks Voldoya!"

Also, as a foot note. When you change ID, then repeat what you did to change ID but instead for every instance of hte old ID. it's the same steps, just, say, when you do a revolver, find the magazine and the first two digits of the ID, and replace with the new one. This should work and fix everything. You don't want to replace just "19" with "13" because this can change things you don't want to change.
So here's an example :
http://prntscr.com/sbdif5
That is the ID for the sight and magazine. Simply highlight the first part of the line, and then the first two digits of the ID, and repeat like you did for the actual Item IDs.

As for spawns, you'll have to open up the spawn folder and repeat just for spawns. It's copmlicated but in the end you are the one downloading the mod. There are hundreds of mods on the workshop. If this is too much work, now you see why mod makers don't like changing IDs because it takes a lot of time. I hope this helps, and if anyone has problems feel free to ask and I'll literally help because I've got nothing ♥♥♥♥♥♥♥ left to do in my life with this quarantine than to sit my home doing college work or piss paddling around on Steam.
