Loyalty Changes*
- Increase Starvation penalty to -7/turn
- Increase penalty for unhappiness to -5/-10, loyalty for happiness to +5/+10
- Forts, Roman Forts, Alcazar, Pa, and Great Wall (anything with the Fort ability) gives +1 Loyalty

Ibrahim - (Ottoman Governor, mix of conquest, diplomacy, and city-building)*
- (base) Pasha: +3 Housing in this city. This city's citizens provide an additional 1 Loyalty Pressure each (reduced by distance) [This ability only affects Domestic cities]
- (1-Left) Head Falconer: +30% Production towards Military units, and 20% cost of Military units as Culture [This ability only affects Domestic cities]
- (1-Right) Capou Agha: When established in a foreign Capital, your Grievances decrease by 1 per turn and the owner's cities do not exert Loyalty pressure on yours
- (2-Left) Serasker: +10 Combat vs districts for units within 10 tiles and Units in this city gain +5 Combat Strength
- (2-Right) Khass-Oda-Bashi: Enemy spies operate at 3 levels below normal in this city. When established in a foreign Capital, your Alliance points increase by 0.5 per turn
- (3) Grand Vizier: Gain an Envoy when completing a Wonder in this city, and this city may construct 1 additional District [This ability only affects Domestic cities]

Moksha (Religion Governor)*
- (base) Bishop: +100% Religious Pressure and Faith from this city
- (1-Left) Grand Inquisitor: When you build a Military Unit in this city, gain 40% of unit cost as Faith. Units built in this city have +4 strength vs other religions
- (1-Right) Laying on Hands: +2 Faith per citizen in this city and units heal to full in 1 turn in this city
- (2) Citadel of God: City ignores pressure of non-founded religions, +10 Religious Combat in this city, and gain 25% of Building cost as Faith
- (3-Left) Patron Saint: +100% Great People in this city. Apostles and Warrior Monks trained here get 1 free Promotion
- (3-Right) Divine Architect: Can buy Districts, Shrines, and Temples with Faith and gain 2 tiles when using a Great Person in this city

Liang (Infrastructure Governor)*
- (base) Guildmaster: Builders and Military Engineers +1 Build and +1 Movement if built here
- (1-Left) Zoning Commissioner: +50% Production toward Districts. +2 Housing to Neighborhoods and Aqueducts, and +1 Amenity for Canals and Dams
- (1-Right) Aquaculture: Can build Fishery (change Fishery to be +1 Food and Gold from adjacent Sea Resources, can't be self-adjacent); +2 Production to all Fisheries in this city
- (2-Left) Reinforced Infrastructure: +100% Production towards all Walls and Encampment buildings, and this city's Improvements, Buildings, and Districts cannot be damaged by Environmental Effects
- (2-Right) Parks and Recreation (was slot 3): +10% all yields if city is Happy, +20% if Ecstatic, can build City Park improvement, and +3 culture to City Parks (add Oasis adjacent Amenity)
- (3) Renewable Subsidizer (replaces Water Works): Offshore Wind Farms, Solar Farms, Wind Farms, and Geothermal Plants +2 Power +4 Gold, and Hydroelectic Dams receive +4 Power and +8 Gold

Pingala (Research Governor)*
- (base) Court Scribe: Your cities with Governors within 10 tiles have +15% Science and Culture
- (1-Left) Connoisseur: +1 Amenity per Wonder in this city, +2 Culture from Breathtaking tiles in this city
- (1-Right) Philosopher: +50% Production towards Campus and its buildings, +1 Appeal in this city
- (2) Grants: +100% Production towards all Projects in this city
- (3-Left) Curator: +100% Tourism from Art/Music/Writing and +100% Production towards Archaeologist
- (3-Right) STEM Initiative (replaces Space Initiative): +1 Science per citizen and +3 Science from each District

Amani (Diplomacy Governor)*
- (base) Messenger: Can assign to City-State, acts as 2 Envoys. Establishes in 4 turns
- (1-Left) Emissary: Foreign cities within 9 tiles get +5 Loyalty toward you.
- (1-Right) Almsgiving (renamed Affluence): This city-state grants you a copy of its luxuries. This city can purchase Builders with Faith.
- (2-Left) Military Cooperation (renamed Foreign Investor): Units within 10 tiles receive +4 Combat Strength. Accumulate this city-state's Strategics, double if you are Suzerain.
- (2-Right) Special Relationship (replaces Local Informants): Purchasing Traders, Builders, and Settlers (with Gold or Faith) costs 50% less in cities within 10 tiles.
- (3) Puppeteer: Double envoys already established here. [unchanged]

Victor (Military Governor)*
- (base) Redoubt: City and units fighting in City Radius get +5 strength. Establishes in 3 turns
- (1-Left) Garrison Commander: City gets +2 Amenities for having a Garrisoned unit. Your cities within 9 tiles get +4 Loyalty toward you.
- (1-Right) Logistics Expert (renamed Defense Logistics): This city cannot be placed under Siege, Trade Routes within 10 tiles cannot be plundered, and does not need Strategic Resources to build units
- (2) Security Council (renamed Embrasure): Military Units that start with no promotion start with one, and +1 Diplomatic Favor per Walls in city
- (3-Left) Air Defense Initiative: City gains an additional Ranged Strike. +25 strength to anti-air units when defending against aircraft and ICBMs. +50% Production toward Fighter class units in this city
- (3-Right) Arms Race Proponent: +100% Production toward Nuclear Armament Projects. Gain 20% of Military unit cost as Science in this city.

Magnus (Industry Governor)*
- (base) Groundbreaker: +50% yields from harvesting/chopping. [unchanged]
- (1-Left) Surplus Logistics: +40% Growth. Your Trade Routes ending here give +2 Food and Production
- (1-Right) Provision: Settlers trained in the city have +1 movement and do not consume a population
- (2-Left) Industrialist: +4 Production to Coal/Oil/Uranium Plants and +2 Power provided by each in this city. +100% Production toward Industrial Zone and their buildings
- (2-Right) Economy of Scale (replaces Black Marketeer): +25% Production toward Wonders. Gain 15% of Wonder/building cost as Gold when completing.
- (3) Vertical Integration: This city receives AoE Production stacked. +20% Production.

Reyna (Finance Governor)*
- (base) Land Acquisition: Acquire new tiles in city 30% faster. Floodplains gain +1 Gold for each flood.
- (1-Left) Harbormaster: Double adjacency from Commercial Hub and Harbor. +5 Gold from each Canal in this city
- (1-Right) Resource Management (renamed Forestry Management): +2 Gold from unimproved features and +2 accumulation of Strategic Resources in this city
- (2) Tax Collector: +2 Gold per population here, +3 Gold per foreign Trade passing through or ending here
