TIV Gov System:
TIV changes or overhauls the gov system as such it works different it has a set of reform tiers and you get more control over it, to start you need to take the decision to decide on a reform tier 2 it gives you the player control or “King” on how your government changes instead of THIS is FIRST one and you MUST choose from these it gives you the freedom to decide how your government changes it shows what type of reforms you can get as X gov type which is part of tier 1 which is the base gov type same as in base game and in LiT, as in the first one a nation is normaly set to have, then tier 2 you choose what reforms u can choose between and so on and so on instead of pre set defined sets as in let say there is a reform to change in to a elective monarch 7 tiers down in base game here you would have the option to set that to tier 2 reform. The special gov for byz is part of tier 1 essentially the same place it is in LiT a starting refrom and I had a look it showing up fine I cheekd LiTs files compared it to the patch and launched the game the government form they get is correct to LiT the same modifier as well if there is other reforms they can get it is part of TIV new system thus a part of it’s new reform tiers I just put them largely in the same numbered tier as in vanilla this probs is somewhat a bandage fix till I can confirm where exactly they should be in the tier order as in where they fit in the new system is it a trade reform or a gov one. It basically gives you a lot more control over how your government evolves through time. no more this is this part now choose between this it gives more freedom as you are the head of state not some line of code telling u how to run your gov :p
